Further restrictions on travels to the US

The US government has put further restrictions on the countries currently on the visa exemption list such as Australia, and requiring that travellers to the US to register online as part of the homeland security program at least 3 days before their departure from the home country.
This program is said to start next year, adding an extra layer of process to travellers heading over to the US.
What is the point you ask? Well, Michele Cercone, a spokesman for EU Justice and Home Affairs Commissioner Jacques Barrot reckons while it's "very important to us to remain a welcoming country," but "potential terrorists do not come easily labeled or identified."
But what is online registration going to do? So that they can use the three days to dig up your records, and can find any evidence to detail or arrest you as soon as you land in the US?
Why not just ban all tourists? Close the borders, keep to their own selves?
